EN71-2: 2011 was published by European Commission on July 21, 2011European Commission published the latest list of harmonized standards of " Toy Safety Directive 2009/48/EC " in the Official Journal of the European Union, OJEU, C215 on July 21, 2011 "EU Bulletin” in (Toy Safety Directive 2009/48 / EC) . The list includes the recently implemented EN71-2 “Safety of toys - Flammability”, version of July 2011. The standard has been revised to reflect new particular safety requirements in directive 2009/48/EC, in comparison to 88/378/EEC. In EN71-2: 2011, terms and definitions of “hair”, “soft-filled toys”, “flammable liquid”, “highly flammable liquid” amended. Terms and definitions of “extremely flammable liquid”, “flammable gas”, “chemical toy”, “materials with similar features”, “molded head masks” added. The term “hair” means slender flexible fibers intended to represent
human or animal hair. The item “Materials with similar features” means material having the ability to flow like hair, to hang closely to the head and continue to move on their own after the head is rotated then stopped. They can be free hanging ribbons, paper, cloth or “other floating components.” Anything protruding upwards e.g. native Indian feathers on top of a headwear should not be regarded as falling into this category. “Soft-filled toys”, means clothed or unclothed, with soft body surfaces and filled with soft material, readily allowing compression of the main part of the toy with the hand. Besides, it also makes clarification to “Soft-filled toys”. Soft-filled toys are considered not relevant to restrict the scope to the shape of the toy and its surface material. Therefore, the title was changed to include all soft-filled toys that can be cuddled or hugged by a child (for example a teddy bear, a play mat). However, those soft-filled toys or soft-filled parts of toys which cannot be cuddled or hugged by a child during play (for example soft-filled rim of a pushchair, non-removable soft-filled mattress of a toy cot) are exempted from this requirement. “Flammable liquid” means liquid having a flash point ≥ 23 °C and ≤ 60 °C. (The Previous standard is 21°C and 55°C). “Highly flammable liquid” and “extremely flammable liquid” mean liquid having a flash point < 23 °C and initial boiling point > 35 °C. “Flammable gas” means gas or gas mixture having a flammable range with air at 20 °C and a standard pressure of 101.3 KPa. “Chemical toy” means toy intended for the direct handling of chemical substances and mixtures and which is used in a manner appropriate to a given age-group and under the supervision of an adult. The term “highly flammable solids” has been removed as no definition exists and because it is embedded into “materials with the same behavior as celluloid”. The conditions used to observe a surface flash have been added. Besides, for the health requirement of toys, according to Directive 2009/48/EC the following safety requirements apply regarding cleaning and washing: A toy intended for use by children under 36 months must be designed and manufactured in such a way that it can be cleaned.
